Depending on what state you live in, this can work out very well. We
had to be certified foster parents in order to adopt a legal risk
newborn (taking a baby from hospital before parents signed
relinquishments). At numerous times, we were approached by the state
with healthy newborns (all caucasian coincidentally) to foster-adopt.
One sentence I don't understand is when you said that they have been
getting in some babies, but they just cry a lot?? I'm trying to figure
out what is meant by that! Good luck.
