There are several inexpensive ways to go about adoption.

The 1st one that comes to mind is adopting through the foster care system.

Usually the only expense is that of your time. However newborn adoptions
are 
few an far in between. Another low cost option is private adoption through

an attorney...but beware many of these guys are far from repuidable!! If
you 
are of native American heritage there are many options there through the 
various reservations and the individual tribal governments. If
inter-racial 
adoption is ok with you then there are many agencies that 'discount' their

fees for non-Caucasian children (I really have issue with this practice,
but 
it DOES occur!) Just when using an agency BE VERY CAREFUL read everything 
and if you can have a legal advisor read over ANYTHING before you sign it,

most especially before you send them a DIME!! (voice of experience here,
DH 
and I were scammed out of $10K by a fraudulent agency!). Research the 
adoption laws in your state because they vary from state to state. (In my 
state it is illegal to pay ANYTHING for a birth parent except medical 
costs...and if the courts find out that you violated the law they can 
invalidate a FINALIZED adoption for A-parent fraud!!).
