What is the first step in adoption?

My dh and I are seeing an RE right now, and we dont even know what a
course of treatment/action will be yet.  We've thought about adoption,
but I kind of want it to be our last step.  Know what I mean?  Im just
curious about how you found an agency.  Did you look it up on the
internet?  I want to be very informed, on all of our decisions we will
have to make.  If treatment doesnt work for us,  and Im hoping thats a
very big IF, we dont want to take this lightly.  One way or another, we
will have a family!  :)

Any thoughts on this would be very much appreciated.  Thanks in advance
