has custody of the child/children.

However these are mostly toddlers and up....the babies are usually special
needs children. The up side is that there is little cost to you other than
airfare to the state that has custody. (Unless you do not already have the
HS done.)

Also if you are of native American descent(and can prove it) the Cherokee
nation also is another good place to investigate.
